Do Not Let Karnataka Backtrack: Congress High Command Must Ensure Assurances Given to Farmers Are Honoured

We are sure you are aware of the long-standing and resolute protest by farmers from 13 villages in Devanahalli taluk, just north of Bengaluru’s airport. Since April 2022, they have sustained over three years of continuous resistance against the Karnataka Industrial Areas Development Board’s (KIADB) proposal to acquire 1,777 acres of fertile farmland for a proposed High-Tech Defence and Aerospace Park.
The movement has drawn active and heartfelt support from grassroots organisations of farmers, workers, Dalits, women, and youth -united in their resolve to protect not only Karnataka’s agricultural base, but also the hard-earned food security sustained by this region, which plays a vital role in supplying vegetables, fruits, milk, and other essential food items to Bengaluru and the rest of the state.
A recent editorial in a leading English daily traced this resistance to deep generational ties to the land and a growing distrust of top-down, non-consultative models of development. For these farmers, the fear is not just of displacement-but of being forgotten once their land is lost. As one farmer put it, reflecting a collective sentiment: “We are ready to die, but not to part with our land.” (Deccan Herald).
To its credit, the Congress-led government in Karnataka convened a meeting with farmer representatives on 4 July and assured them that a resolution would be reached by 15 July. This commitment was welcomed and seen as a step toward dialogue and justice.
However, some in government have since voiced apprehensions-that meeting the farmers’ demands may ‘hinder development or drive industries to neighboring states’. This narrative appears to be paving the way for delays or a possible retreat from the commitment. Such backtracking would not only erode the credibility of the state government, but seriously damage the Congress Party’s standing among rural and agrarian communities.
Equally significant is the unfulfilled assurance made by the current Chief Minister-when Leader of the Opposition-to withdraw the proposed land acquisition in Channarayapatna. The issue featured in the Congress manifesto, which pledged to repeal the regressive amendments to Karnataka’s Land Reforms Act introduced by the previous government, and to uphold the principle that “land belongs to the uluvavaru (tillers), not the ullavaru (wealthy interests).”
[Despite having completed half its term, the government has made little progress on these crucial fronts. We therefore urge the Congress High Command to intervene without delay-taking into account the following key concerns, presented here as a cautionary appeal.]
Violation of Consent Provisions: Under the Right to Fair Compensation and Transparency in Land Acquisition Act, 2013, acquisition for private or public-private projects requires the informed consent of at least 70% of affected landowners. Yet KIADB’s own 2022 survey revealed that over 80% of farmers in Devanahalli opposed the acquisition. Moving forward without their consent would be both legally questionable and morally untenable.
Disregard for Social Justice Safeguards: At least 163 affected farmers belong to Scheduled Castes and Scheduled Tribes, and much of this land was granted to them under land reform schemes. Such land cannot be acquired or transferred without special permissions and protections. Circumventing these would violate constitutional guarantees and the spirit of social justice.
Ignored Availability of Alternatives: It is understood that KIADB holds substantial surplus, unused land across Karnataka that could easily accommodate industrial projects. Yet, the continued push to acquire fertile, irrigated farmland-especially in close proximity to Bengaluru International Airport-raises serious concerns about transparency, speculative interests and the integrity of land use planning.
Procedural and Legal Violations: The CAG Performance Audit Report (No. 8 of 2017) highlighted serious lapses in KIADB’s acquisition and allotment practices-including failure to prepare annual plans, non-enforcement of environmental safeguards, and preferential allotments.
Most recently, the High Court cancelled land acquisition for an ISRO project due to a delay exceeding one year between preliminary and final notifications. In the Devanahalli case, this delay reportedly approaches three years-a far more blatant violation of the rules.
Similarly, the Karnataka High Court recently ruled against KIADB for the inordinate delay in compensating farmers whose land was acquired for the Bangalore-Mysore Infrastructure Corridor Project, popularly known as the NICE project.
[A Call for a Comprehensive, Just Policy; Ahead of the 15 July meeting with farmers, we urge the Karnataka government to initiate inclusive consultations-including industry leaders to evolve a comprehensive, transparent, and balanced land acquisition and industrial land use policy.]
Instead of invoking speculative fears that industry may shift out of Karnataka, the government must: (i) Define clear criteria for industrial land requirements based on nature of activity and employment generation, (ii) Industrial development must be strictly confined to non-arable zones, safeguarding fertile farmland that is essential for food security and rural livelihoods, and (iii) Promote decentralised and equitable industrial growth across the state.[https//youtu.be/-N3ryfb50MparZulfh6lQf0CZ45X]
Such a policy is essential-not only to resolve the Devanahalli issue-but to ensure long-term clarity, equity, and sustainability in Karnataka’s industrial development. It is equally important to restore and reaffirm the core safeguards and participatory provisions of the 2013 Land Acquisition Act, enacted by the UPA government-such as mandatory consent, social and environmental impact assessment, and fair compensation-many of which have been systematically sidelined.
[Likewise, Karnataka’s landmark Land Reforms Act of 1973, introduced by Congress Chief Minister Sri. Devaraj Urs to secure land rights for tillers, must be revisited and revitalised to reflect the state’s continued commitment to agrarian justice and inclusive development.]
In the end, we appeal once again to the Congress High Command to act with urgency and foresight to ensure that the government of Karnataka honours its word and stands by the farmers. The farmers of Karnataka are watching. So too are citizens across India, who look to your leadership to reaffirm that justice, accountability, and inclusive governance remain the hallmarks of the Indian National Congress. This is the moment to stand not only with the people-but for the principles they entrusted you to uphold.

ವಿಚಾರ: ಇದೇ 15ರಂದು ಕರ್ನಾಟಕ ಸರ್ಕಾರ ವಚನಭ್ರಷ್ಟವಾಗದೆ ರೈತಪರ ತೀರ್ಪು ಕೈಗೊಳ್ಳಲು ಶೀಘ್ರ ಮಧ್ಯಪ್ರವೇಶಿಸುವಂತೆ ದೆಹಲಿಯ ಕಾಂಗ್ರೆಸ್ ವರಿಷ್ಠರಿಗೊಂದು ಆಗ್ರಹ ಪೂರ್ವ ಮನವಿ..
ದೇವನಹಳ್ಳಿ ತಾಲೂಕಿನ ಚನ್ನರಾಯಪಟ್ಟಣ ಹೋಬಳಿಯ 13 ಹಳ್ಳಿಯ ರೈತರು _“ನಾವು ಪ್ರಾಣವನ್ನಾದರೂ ಕೊಟ್ಟೆವು ಭೂಮಿಯನ್ನು ಕೊಡುವುದಿಲ್ಲ”_ ಎಂದು ಮೂರು ವರ್ಷಗಳಿಗೂ ಮೀರಿದ ಹೋರಾಟ ನಡೆಸುತ್ತಿರುವುದು ತಮಗೆ ತಿಳಿದೇ ಇದೆ.
ಇಲ್ಲಿ ಭೂ ಒಡೆತನ, ಮಾರಾಟದ ಪ್ರಶ್ನೆ ಮಾತ್ರ ಅಡಗಿಲ್ಲ. ಇದು ಬೆಂಗಳೂರು ಮಹಾನಗರಕ್ಕೂ ಸೇರಿ ರಾಜ್ಯಕ್ಕೆ *ಆಹಾರ, ತರಕಾರಿ, ಹಣ್ಣು, ಹಾಲು, ಹೂವನ್ನು* ಸಮೃದ್ಧವಾಗಿ ಬೆಳೆದು ಪೂರೈಸುವ ಫಲತ್ತಾದ ಭೂಪ್ರದೇಶವಾಗಿರುವುದರಿಂದ ನಮ್ಮೆಲ್ಲರ *ಆಹಾರ ಮತ್ತು ಪೌಷ್ಟಿಕಾಂಶ ಭದ್ರತೆಯ* ವಿಚಾರ ಕೂಡ ಇಲ್ಲಿ ಅಡಗಿರುತ್ತದೆ. ಹಾಗಾಗಿ ಎಲ್ಲಾ ವರ್ಗಸಮುದಾಯಗಳ ಬೆಂಬಲ, ಸಹಾನುಭೂತಿ ಈ ಹೋರಾಟ ನಿರತ ರೈತರ ಪರವಾತ್ತದೆ.
ರೈತರ ಈ ದೀರ್ಘ ಹೋರಾಟಕ್ಕೆ ಸ್ಪಂದಿಸಿರುವ ರಾಜ್ಯ ಸರ್ಕಾರ ದಿನಾಂಕ 4 ರಂದು ಕರೆದು ಮಾತಾಡಿ *ಇದೇ ತಿಂಗಳ 15ರಂದು* ರೈತ ಪರ ತೀರ್ಮಾನಕ್ಕೆ ಬರುವುದಾಗಿ ಆಶ್ವಾಸನೆ ಕೊಟ್ಟಿರುವುದು ಸ್ವಗತಾರ್ಹ ವಿಚಾರವಾಗಿದ್ದರೂ ಸರ್ಕಾರದ ಕೆಲ ಮಂತ್ರಿಗಳು ನಂತರ ವ್ಯಕ್ತಪಡಿಸುತ್ತಿರುವ ಅಭಿಪ್ರಾಯಗಳನ್ನು ನೋಡಿದಲ್ಲಿ _ಸರ್ಕಾರದ ಪ್ರಾಮಾಣಿಕತೆ ಬಗ್ಗೆ ಸಂಶಯ ಏಳುವಂತೆ ಮಾಡುತ್ತದೆ_ .
ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ “ಶೀಘ್ರ ಮದ್ಯ ಪ್ರವೇಶ ಮಾಡಿ, ರೈತರ ಪರ ನಿಲ್ಲಿ” ಎಂಬ ಅಗ್ರಹಪೂರ್ವ ಮನವಿಯನ್ನು 60ಕ್ಕೂ ಮಿಗಿಲಾದ ವಿಜ್ಞಾನಿಗಳು, ಸಾಹಿತಿ ಕಲಾವಿದ ಶಿಕ್ಷಣ ತಜ್ಞರು, ಸಾರ್ವಜನಿಕ ಬುದ್ಧಿಜೀವಿ ವಲಯದ ಪ್ರಮುಖರು ಸೇರಿ ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷದ ದೆಹಲಿಯ ವರಿಷ್ಠರ ಮುಂದಿಟ್ಟಿದ್ದು, ಅದರ ಪ್ರತಿಯನ್ನು ಲಗತ್ತಿಸಲಾಗಿದೆ.
“ಕೈಗಾರಿಕೆ ಅಭಿವೃದ್ಧಿಗಾಗಿ ಕೆಐಡಿಬಿ ರೈತರಿಂದ ಭೂಮಿ ವಶಪಡಿಸಿಕೊಳ್ಳುತ್ತಿರುವ ಈ ವ್ಯವಸ್ಥೆಯೇ ಸಮರ್ಪಕವಾಗಿಲ್ಲ, ಪಾರದರ್ಶಕದ ಕೊರತೆ ಅವ್ಯವಹಾರಗಳಿಗೆ ದಾರಿ ಮಾಡಿಕೊಡುವ ಹಾಗಿದೆ. ಇವೆಲ್ಲವನ್ನೂ ಇತ್ತೀಚೆಗಿನ ಸಿಎಜಿ ವರದಿ ಬಹಿರಂಗಪಡಿಸಿರುತ್ತದೆ ಮಾತ್ರವಲ್ಲ ಉಚ್ಚ ನ್ಯಾಯಾಲಯ ಕೂಡ ಮಧ್ಯಪ್ರವೇಶಿಸಿ ಸರ್ಕಾರದ ವಿರುದ್ಧ ತೀರ್ಪು ನೀಡಿರುವ, ವಿಚಾರಗಳೆಲ್ಲವನ್ನು ವಿವರವಾಗಿ ಪ್ರಸ್ತಾಪಿಸಲಾಗಿದೆ.
ಶೇಕಡ 80 ರಷ್ಟು ರೈತರು ಭೂಮಿಯನ್ನು ಕೂಡಲು ಸಹಮತ ತೋರಿಸಿಲ್ಲ, ಹಾಗಿದ್ದರೂ ಭೂಮಿ ಪಡೆಯಲು ಹೊರಟಿರುವುದು ತಮ್ಮದೇ ನೇತೃತ್ವದ ಯುಪಿಎ ಸರ್ಕಾರ 2013ರಲ್ಲಿ ತಂದಿರುವ ಕಾಯ್ದೆಗೆ ಸಂಪೂರ್ಣ ವಿರುದ್ಧವಾಗಿರುವ ಇತ್ಯಾದಿ ವಿಚಾರಗಳೆಲ್ಲವನ್ನು ಕಾಂಗ್ರೆಸ್ ಹೈಕಮಾಂಡ್ ಗಮನಕ್ಕೆ ತರಲಾಗಿದೆ.
ಚನ್ನರಾಯಪಟ್ಟಣದಲ್ಲಿ ಪರಿಶಿಷ್ಟ ಜಾತಿ ಮತ್ತು ಪರಿಶಿಷ್ಟ ಪಂಗಡದವರ ಭೂಮಿಯನ್ನು ಕಿತ್ತುಕೊಳ್ಳಲು ಹೊರಟಿರುವುದು ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷ ಎತ್ತಿಹಿಡಿದಿರುವ *ಸಾಮಾಜಿಕ ನ್ಯಾಯದ* ತತ್ವಕ್ಕೆ ತಿಲಾಂಜಲಿ ಯಾಗಿದೆ. ಇವೆಲ್ಲವನ್ನೂ ಸರಿಪಡಿಸುವ ಭರವಸೆಯನ್ನು ವಿರೋಧ ಪಕ್ಷದಲ್ಲಿದ್ದ ಹಾಲಿ ಮುಖ್ಯಮಂತ್ರಿಗಳು ನೀಡಿದ್ದರು. ರಾಜ್ಯದ *ಭೂ ಸುಧಾರಣೆ ಕಾಯ್ದೆಗೆ ಹಿಂದಿನ ಸರ್ಕಾರ ತಂದಿರುವ ಮಾರಕ ತಿದ್ದುಪಡಿಗಳನ್ನು* ಸರಿಪಡಿಸಿ ರೈತಪರ ನೀತಿ ನಿಲುವುಗಳನ್ನು ರೂಪಿಸುವ ಭರವಸೆಯನ್ನು ತಮ್ಮ ಚುನಾವಣಾ ಪ್ರಣಾಳಿಕೆಯಲ್ಲಿ ಘೋಷಲಾಗಿರುತ್ತದೆ. ಹಾಗಿದ್ದರೂ ಎರಡುವರೆ ವರ್ಷಗಳ ಅವಧಿ ಮುಗಿದರು ಸರ್ಕಾರ ಗಮನಹರಿಸಿದೆ ಕೊಟ್ಟಿರುವ ವಚನವನ್ನು ಪಾಲಿಸುತ್ತಿಲ್ಲ” ಇತ್ಯಾದಿ ವಿಚಾರಗಳನ್ನು ಪತ್ರದಲ್ಲಿ ಪ್ರಸ್ತಾಪಿಸಲಾಗಿದೆ.

ಹಾಗೆಯೇ, ರೈತರು ಮತ್ತು ಕೈಗಾರಿಕಾ ವಲಯಗಳ ಅಭಿಪ್ರಾಯ ಸಲಹೆ ಸೂಚನೆ ಪಡೆದು ರಾಜ್ಯದ ಆಹಾರ ಭದ್ರತೆ ಮತ್ತು ರೈತರ ಹಿತಕ್ಕೆ ಧಕ್ಕೆ ಬರದ ರೀತಿಯಲ್ಲಿ ಕೈಗಾರಿಕೆಗೆ ಅತ್ಯಗತ್ಯವಾಗಿರುವ ಭೂ ಖರೀದಿ ವ್ಯವಹಾರದ ನಿಟ್ಟಿನಲ್ಲಿ ಸಮಗ್ರ ನೀತಿ ರೂಪಿಸಿ, ಮತ್ತು ಈ ಮೂಲಕ ದೇಶಕ್ಕೆ ಒಂದು ಮಾದರಿ ನೀತಿಯನ್ನು ಕರ್ನಾಟಕ ಸರ್ಕಾರ 15 ರಂದು ಮುಂದಿಡಲಿ ಎಂದು ಆಗ್ರಹಿಸಲಾಗಿದೆ.
ಈ ಗಂಭೀರ ವಿಚಾರದಲ್ಲಿ ಪ್ರಬಲ ಜನಾಭಿಪ್ರಾಯ ಮೂಡಿ ದಿನಾಂಕ 15 ರಂದು ರಾಜ್ಯದ ಆಹಾರ ಭದ್ರತೆ ಮತ್ತು ರೈತರ ಹಿತ ಎರಡನ್ನು ಕಾಪಾಡುವ ನಿಲುವನ್ನು ಸರ್ಕಾರ ತೆಗೆದುಕೊಳ್ಳುವ ನಿಟ್ಟಿನಲ್ಲಿ ಸಮರ್ಥ ಒತ್ತಡ ಏರ್ಪಾಡಾಗಲು ಕರ್ನಾಟಕದ ಜವಾಬ್ದಾರಿಯುತ ಮಾಧ್ಯಮ ವಲಯ ಕೈಜೋಡಿಸಲು ವಿನಂತಿಸಲಾಗಿದೆ.
